MISSION
The Health Regulation Commission-CRES is a special administrative unit, with legal person, administrative, technical and economic autonomy, under the Ministry of Social Welfare, in charge of issuing the regulatory standards of the Social Security System in Health, promote a model of regulated competence where the content of the Compulsory Health Plan (POS) is defined and updated, the rate of the capitation payment unit (UPC), to guarantee users’ rights and duties, to consolidate the quality of insurance and of services, to seek for the intended use of resources and to ensure financial stability, among others.
This framework of Regulatory competence must be oriented by principles of universality, integrity, unity, efficiency, rationality, solidarity, participation and finance balance of the system.
VISSION
In 2014 the CRES will be recognized nationally and internationally as the regulatory body of General System of Social Security in Health in Colombia, which helps maximize the resources of the sector to address this fundamental right of all Colombians, retaining the balance of the system which should ensure the provision of long-term service and fulfill the goal of improving the quality of life of the users. It will have an effective operating model, with highly qualified human resources and with reliable and timely information.
