The Health Regulation Committee shall be composed as follows:
1. The Minister of Social Welfare who presides, only exceptionally may delegate this to any of his/her vice ministers.
2. The Minister of Finance and Public Credit who, only exceptionally may delegate this to any of his/her vice ministers.
3. Five expert commissioners appointed by the President of Colombia
